The troubled economy By DR ZAFAR ALTAF

ARTICLE (May 29 2010): It is of our own making and the economy is now suffering from the 'Greek Disease', highly paid worthless employees in the private as well as the public sector, a growing deficit, a stagnant economy that does not understand that the effort is now dependent on the lowest common denominator and not the highest one as the highest has been dislocated by the system that is and has been full of idiotic assertions by various PM that have been expatriates and whose loyalties to the nation were always suspect.

Consider the cheat aspect of the system in the sector that is involved in the foreign exchange earning sector-textile. It has been and still is in turmoil and yet this year's turmoil is more complex, different and going to create more serious trouble than before.

The examination of the system leads us to believe that the textile sector has suffered because of the intransigence of the public sector. Since 2006, there has not been any new variety of cotton that has emerged. Before that - the period of the nineties - the sector had produced CLCV tolerant and CLCV resistance varieties.

These varieties need regular replenishment and once in a lop are produced with unending accuracy. The last government's personnel polices left much to be desired. The sector itself had become obsolete in asmuchas it had the same organizational structure despite strong changes in the external sector.

Besides, the 300 million rupees annual support by the textile sector, they were given massive funds form the PSDP, besides that five hundred and eighty three personnel doing nothing merely living on the public funds as if that were their rights. Besides, this they have had PSDP projects worth crores of rupees and they have still not delivered.

So why have then around. One of the ministers from the Musharraf regime loaded the centre with his appointees that the centre was skeptically called after his name. There is a massive feeling amongst the power structure that they can provide jobs in this manner. Dicey would have called it a very myopic view. In any government, rights belong to every one and the demand generally is for good governance, but the very name was reduced to ashes in the last government.

The question to ask is can we have a government's selfish policies continue and if so why? Should the relatives that were appointed by the various ministers during the regime of Musharraf be allowed to hold office? Will the organisation not be reduced to the poorest of the poor in thought process?

So the need for massive cuts and removal of personnel that were not doing their work was called for. Nothing happened. When a body is in need of a minor surgery and it is not done, then later on it becomes cancerous. That is exactly what has happened in Greece and will happen here unless the private as well as the public sector do not make effective cuts in their salaries and perks so that the government's budget deficit is reduced.

There is no point in having a luxury perk if that luxury perk is not delivering. There is no point in having any personnel in government if those personnel are not delivering and I do not mean activity work but actual outcome. Go to any organisation and the one I am heading at PARC. The overloading that has been done is ridiculous. Karachi has 285 persons on board and they do not perform for what can they perform.

They are appointees of powerful people. Should they be allowed to non-functioning positions in Karachi and should they be in pensions. Do the people of Pakistan deserve better? Why have these slaves behave as they do and lick some one's shoes and want to stay in Karachi when there is no agriculture in Karachi?

Quetta it is the same story. There are in Quetta 385 people and they do not go out for they have all kinds of reasons. Why spend crores of rupees for allowing them a policeman's rights of moving from his house to his work and not even doing that very well and efficiently.

Why have these goons' in Islamabad? What rights do they have when they are not working? The economy will continue to be in trouble with this kind of merit writ large in the system. The bureaucracy that does not deliver and that is more in pensions as they are not doing anything will drive out all things that are worthwhile.

The issues with this kind of bureaucracy and the technical people are that they are not the thinking type and they do not deliver no matter what they all have to say. Activities are taken as work and the generalist-specialist controversy needs to be put in order. The world now stands by the fact that the administrator and the institutional change recorded means that the generalist because of his overall helicopter affect is much more capable of handling this kind of eventuality.

So everyone needs to pitch into and get involved with the economy. If the public services do not function the private sector will follow suit. As it is the private sector is riddled with its own issues and problems. In Pakistan, there is no such thing as a private sector. All things really flow from the pubic sector and despite all the efforts by our leading lights from the West they have only been able to reinforce the claim of the vested groups.

There were at one point in time in agriculture alone, as many as eight mafia and I should know for I suffered at the hands of this mafia. They cannot and will not tolerate anyone that reasons with them and if that reasoning is not in their favour then that person has to go.

It has happened with me at least four times. Their style of work is different and their style of manipulation is dependent on playing the wishes of the powerful and thereby getting into bed with all kinds of tyrannical and political systems.

The price that they take is much more than what Shylock sought from the likes of his debtors in the Merchant of Venice. They have the maximum dislike for competition of any kind. If profitability is less then they seek the government's support to augment their profit. The weakness of the economy is basically because of the industrial sector and they have been so pampered that they have forgotten any and everything that the country requires to stand on its own and they are not bothered.

So it holds that if the local indigenous entrepreneurs are not willing to behave and play by the rules of the game, then why should the MNCs. The egos of the CEOs of these MNCs are unbelievable and they would go to any extent to sort everyone out of the system. Callous and more on the animal behaviour type, they will attack all and sundry that they consider their enemy. The transports that they travel in are indicative and conformation of their egos on the one hand and on the other of their abilities to handle the financial system and to evade taxes and to avoid them as well.

How can the troubled economy become a sane economy. It can and it does not take too much, but it does take a number of personality oriented aberrations to be removed. In personality terms, we have had a number of episodes that indicate that every person in the bureaucracy is different and that the way out of the present impasse is to get into action rather than paper activity and seeking help from sources that need not impose their will on you, but respect the country's sovereignty.

Can we have that kind of politician and that kind of interactive presence where reason and not power is supreme. Does that mean that irrationality has to be removed from the political system? That can only come about if the system operates to the benefit of the many and is not reserved for the elites-golf courses not excluded. If water is short then why have these golf courses and these expensive gardens without understanding the basis for plant growth and the significance of water use to sustain plant life.
